RE: Value of the Oregon Community Solar Program

Dear Commissioners Tawney, Perkins, and Power and OPUC Staff,

As customers interested in saving on utility costs and playing a direct role in Oregon's transition to a clean energy future, we submit our signatures in support of growing the Oregon Community Solar Program and improving value to participants by increasing the bill credit rates.

2026 marks the sixth year in a row of utility rate increases. Utility rates have increased at more than twice the rate of inflation and are 50% higher than in 2020. With this backdrop, the Program is vital to ensuring customers have options to save on electricity costs and dampen impacts from rising utility rates.

The Program also gives customers individual agency and liberty in the energy marketplace to choose options that support grid diversity and economic development in our communities. In this way the Program democratizes the transition to clean energy and resource diversification of the grid with green energy technology that is now mainstream. Community solar brings this mainstream green energy technology to customers for less, as opposed to legacy green energy programs that cost customers a premium.

We therefore respectfully request the OPUC to expand program capacity and increase the bill credit rates so that customer savings are not further eroded by utility rate increases. With Program bill credit rates rising slower than utility rates, customer savings and value in the Program are diminished each time utility rates increase at a faster rate.
